What happened to the horses?

This morning's Today programme on Radio 4 had a piece on prison overcrowding. Interviewer and interviewee both said the prison population has now stabled. So where did they put the horses after this innovative solution to overcrowding? The next news bulletin did tell us that the population had stabilized.

Most prison overcrowding is due to the reduction of psychiatric beds nationally. As more psychiatric bed are reduced and people treated at home those with minor forensic problems who need a place of safety will be held in prison as they are not severe enough for a mediumsecure bed yet not psychotic enough for a bed.
I am really concerned about those who commit offences who are really unwell.
How the welfare state and community care act 1990 has clearly failed.
